Modernize documentation workflow - #45

This PR modernizes the documentation build and dependency management workflow.

• Switches dependency management from requirements.txt to pyproject.toml, with uv as the preferred tool and pip as a fallback.
• Streamlines GitHub Actions into a single documentation build/deploy job and upgrades CI dependencies.
• Updates the Makefile, README, and documentation dependencies accordingly.
